Summary:
Responsible for directing and managing the implementation, services and technical support of all RACC applications software. The services required include business and process analysis, report preparation and generation, software programming and customization, required system analysis, and tracking application performance and availability. While the focus is on higher education, Student Information Systems and ERP software, this position’s responsibility extends to all software applications in use by the college.
Essential Duties & Responsibilities:
- Work with business and academic areas to analyze process requirements, workflow and data integration needs. Evaluate solutions and implement/recommend solutions in support of the mission of the college.
- Direct the development of reporting processes to support college operations.
- Direct and manage the Information Technology application support team.
- Monitor project progress and provide status reports to senior management.
- Ensure projects are staffed by those with required skills and coordinate the utilization of external resources to support project technical requirements.
- Oversee the development and maintenance of systems documentation on RACC core applications, including but not limited to, Student Information Systems and ERP systems and advise as to the effective use of application features and functions.
- Identify and manage implementation of system changes and ensure the effective management of security and access to application systems.
- Ensure required system performance and reliability is achieved.
- Communicate with RACC system/application users to identify required system modifications and upgrades and ensure required documentation and justification for systems modifications.
- Participate in organizational groups/committees to fully represent issues concerning mission critical applications.
- Recommend and supervise database requirements and changes based on user requests and data requirements while focusing on the effective management of system data and the appropriate security and quality of that data.
- Prepare project proposals and recommended budgets relative to system enhancements and upgrades.
- Define testing requirements for all application systems changes and upgrades and ensure a viable application testing and development approach.
- Research, analyze and direct the resolution of system and user issues, requests, and the creation of institutional reports.
- In coordination with the Director of Information Technology, develop the annual and projected budget for the software application services and support.
Supervisory Responsibilities:
Directly supervises full time and/or part time application support staff in the Information Technology area. Carries out supervisory responsibilities in accordance with the organization's policies, bargaining unit contracts and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; motivating and disciplining employees; addressing complaints and resolving problems.
Required Training/Education/Work Experience:

Bachelor’s degree in computer information systems, business, or a related field.
- Four to six years of IT business analysis; working with departments to improve work processes.

Three to five years of supervisory skills with emphasis on system development and management system support personnel.

Proficiency in system design, development, implementation.

Ability to identify hardware and infrastructure required to support the college business and academic systems and applications.

Database management/administration experience.

Project management system knowledge and skills.

Management of enterprise-wide, complex system projects.

Proficiency in workflow analysis and assessment.

Excellent communications skills, both oral and written.

Experience working with diverse academic, cultural and ethnic backgrounds of students, faculty and staff.

Evaluation of systems and applying them to the needs of the college in both business and academic areas.
Preferred Knowledge, Skills and Experience:
- Experience with applications used in Higher Education, including Enterprise Resource Planning (ERP).
- Knowledge of advanced system analysis methods, practices and skills.
- Experience with the Ellucian/Colleague Student Information System, Ad Astra scheduling application and/or the Canvas Learning Management System.
- Programming language experience: Envision/UniBasic; .Net/C#
- Project Management Professional (PMP) certification.
- Microsoft SQL certification.
