Summary
The Director of Workforce Development will oversee business development activities specifically marketing and selling workforce training courses and programs to regional business and industry customers of the Schmidt Training & Technology Center (STTC). The Director will provide good leadership, management and business sense to direct reports, as well as monitoring their fiscal tracking of all activities. The Director will possess and utilize solid negotiation skills to generate a net profit for all cost centers included in the Business Solutions/ Custom/ On-Line/ WEDnet Business Unit in the STTC. The Director will support as necessary, both credit and non-credit program completion initiatives to incumbent workers. The Director reports directly to the Executive Director, Workforce and Economic Development and shall perform the following duties.
Essential Duties and Responsibilities
1. Understands, identifies and anticipates the diverse needs of business & industry (soft-skills, workforce & technical).
2. Solicits incumbent worker training, development and consulting services to the 125+ local & regional manufacturing and business customers of the STTC resulting in a net profit for all cost centers included in the Business Solutions/ Custom/ On-Line/ WEDnet Business Unit in the STTC.
3. Meets with customers, determines the need(s), constructs the proposal, negotiates the sale, implements the service(s) and fosters new & existing customer relationships to generate repeat business.
4. Recruits and manages a significant pool of non-credit adjunct training/education/consulting professionals (diversified in talent) and coordinates delivery of their services to fulfill the customer need.
5. Manages scheduling of STTC non-credit training programs and courses and provides guidance to Records Specialists for support & registration of programs and courses.
6. Develops and revises the Workforce Tabloid/Catalog for STTC programs and courses.
7. Assists in strengthening lines of communication with affiliate internal (RACC) and external professionals/consultants that result in higher sales margins and increased cross – merchandizing of services for RACC & STTC.
8. Researches and recommends to Executive Director, Workforce and Economic Development new programs/services that have potential to increase enrollment and sales revenue. Assists in development and implementation when necessary.
9. Provides assistance in developing workforce development grants and the administration of resources from relevant funding streams, e.g., grants, business and industry donations, Foundation for RACC.
10. Serves as the College’s state certified WEDnet Partner, assists companies to develop workforce training plans for their employees in the best interest of RACC & the STTC as the educator/training provider.
11. Manages the Waste Water Treatment program in accordance with state DEP and industry requirements, markets and solicits the program and provides guidance to the Coordinator, Grants and Custom Training Projects for support & implementation of the program.
12. Provides assistance in academic advising for students enrolled in STTC programs.
13. Provides support for Lab Assistant & Program Instructors to secure and administer equipment maintenance contracts and coordinate the maintenance and repair of equipment.
14. Manages the recommendations for new initiatives & additional funding requests for equipment & supplies in line with STTC emerging technologies and program enhancements.
15. Provides input to Executive Director, Workforce and Economic Development for developing the STTC’s business plans, operating and capital budgets.
16. Prepares and submits monthly, annual and periodic reports including fiscal data, as required.
17. Supervises the Coordinator, Grants and Custom Training Projects & STTC’s Records Staff.
18. Coordinates workforce development, economic development and educational events hosted in or by the STTC.
19. Represents as needed the College at various training, civic, educational, and professional meetings.
20. Performs other duties as assigned by the Executive Director, Workforce and Economic Development.
Supervisory Responsibilities
Directly supervises full and part time employees assigned to the Schmidt Training and Technology Center, including the Coordinator of Grants and Custom Training Projects, the Business and Industry Records Specialist, and other part-time STTC Records Staff. Carries out supervisory responsibilities in accordance with the Reading Area Community College policies, collective bargaining agreements and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Bachelor’s degree or equivalent from an accredited 4 year college or university required, Master’s degree preferred. Minimum of three years work experience in business and industry during last 5 years required; three years business development and/or sales experience in providing training programs to business and industry and three years of supervisory experience required. Prior experience in curriculum development or program coordination preferred.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write proposals, reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of students, instructors, college officials, officials of business and industry and the general public.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of Internet software, Spreadsheet software and Word Processing software.
Certificates, Licenses, Registrations
Must possess a valid Pennsylvania Vehicle Operators License.

Communication, Business Operations, Continuous Improvement, Lean, Six Sigma,
Quality, Industrial Maintenance, Automation, Machine Tool Technology, Engineering, Information Technology is necessary.
