Summary:
The Workforce Project Manager will manage the WEDnet PA Grant and PA Governor Action Team Grant Awards. The Manager will work collaboratively with STTC staff in marketing and outreach efforts, in company/customer visits, training plan/program discussions and in writing proposals and associated paperwork for custom training projects that produce a net revenue for the STTC.
The Manager will manage the non-credit contract instructors and the development/delivery of their training programs. The Manager will work collaboratively with STTC/RACC staff in developing and distributing marketing materials and information including the bi-annual tabloid, social media, STTC webpage, events, etc.
The Manager will be responsible for all aspects of project management, including planning, implementation, communication and marketing, and assisting with data collection, input, analysis and budget management. The Manager will provide good leadership, supervision, and business sense to the division team and direct reports, as well as monitoring fiscal soundness of all activities.
This position reports directly to the VP of Workforce Development and Continuing Education.
Essential Duties and Responsibilities:
- Serve as the College’s state certified WEDnet Partner. Provide strategic direction and guidance to the Coordinator, Grants and Custom Training Projects for support and implementation of the program.
- Assist in outreach and recruitment efforts for WEDnetPA company applications, including on site company visits, meetings, and site verifications in the Greater Reading region counties.
- Point of contact for WEDnetPA customer company users to manage efficient and accurate data and procedure compliance in accordance with WEDnetPA policies and guidelines.
- Maintain all primary staff functions in WEDnetPA ISAAC system including all communication, required documentation, contract notifications, contract master files, and validation of accurate invoices and financial documentation to WEDnetPA Statewide Office.
- Represent as needed the college at various training, civic, educational, and professional meetings, including the annual WEDnetPA statewide professional development conference.
- Manage the sourcing, recruiting, establishing, and maintaining collaborative working relationships with significant pool of non-credit, contracted training/education/consulting professionals (diversified in talent).
- Oversee the non-credit contract instructors to ensure training curriculum meets current industry demands, negotiate pricing, manage delivery of training and calendar of training schedule.
- Perform Workforce Development non-credit, non-technical program assessment and review.
- Coordinate workforce development, economic development, and educational events hosted in or by STTC.
- Prepare and submit monthly, annual and periodic reports including fiscal data, as required.
- Responsible for data budget input during annual budgeting process.
- Provide project management oversight for the Workforce team in developing, updating, and changing the marketing strategy plan including the tabloid, social media, print ads/articles. Coordinate any print and design marketing with RACC marketing department staff.
- Supervise the Coordinator, Grants and Custom Training, Workforce Development.
- Represent as needed STTC at various training, civic, educational, and professional meetings.
- Perform other duties as assigned by the VP Workforce Development and Continuing Education.
Supervisory Responsibilities:
Oversee and manage the non-credit contract instructors for Business Critical Skills training such as Lean Six Sigma, Project Management, Wellness in the Workplace, Supervisor Training, and others. Also oversees and manages the Workforce Project Coordinator position. Carries out supervisory responsibilities in accordance with RACC policies, collective bargaining agreements, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Works with VP of Workforce Development and Continuing Education in developing agreements/contracts with non-credit contract instructors.

Education and/or Experience:
Required:
- Bachelor’s degree or equivalent from an accredited 4-year college or university required.
- Three years’ curriculum/ training development and project management experience in business and industry.
- Three years’ supervisory experience required.
Preferred:
- Master’s degree
- Experience in Adult Organizational Development or Industrial Organizational Development.
- Experience working in Manufacturing.
- Experience managing grants.
Computer Skills:
To perform this job successfully, an individual should have intermediate to advanced knowledge using Internet software, Spreadsheet software and Word Processing software. Experience in Eventbrite- event creation and registration technology software a plus.
Certificates, Licenses, Registrations:
Must possess a valid Pennsylvania Drivers’ License.

Other Qualifications:
Knowledge related to adult training programs in Advanced and Industrial Manufacturing, Production, Supervision, Leadership, Communication, Business Operations/Professional Workforce Skills, Industrial Maintenance, SMART Automation, Machine Tool Technology and Engineering is necessary.
Communication Skills:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write content, reports, business correspondence, and procedure manuals. Excellent grammar, punctuation and spelling skills. Ability to effectively present information and respond to questions from groups of students, instructors, college officials, officials of business and industry and the general public.
Mathematical Skills:
Ability to calculate figures and amounts such as gross/ net margins, discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of technical math and basic algebra.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
