 CHESTER COUNTY

     In view of our inability to determine exactly what ground belongs to the State of Pennsylvania, we have made an overall appraisal of the canal property, exclusive of ground adjacent to and adjoining lock houses and ground value of Phoenix Branch Feeder.

Ground Value $50.00 per acre. 173 Acres @ $50. $8,650.00

     In arriving at the value of the Lock Houses and their surrounding land, since no information of an exacting nature was available to us on the amount of ground surrounding these houses, we have of necessity used the description from your department and John G. Keck, also advices [sic] as to possible lines as given us by your Mr. Sword and discussions we had with your various tenants to possible boundaries.

PAWLINGS DAM

     Lock House #62, stone built 1936, former Watchman's dwelling. Vacant. Gradually falling apart. With possible surrounding ground and the valueless remains of Lock #62, bordered by Railroad on the rear and river and canal in front, with right of way through Industrial Plant property. Value 200.00

PHOENIX BRANCH FEEDER

     Estimated at 2/3 to ¾ miles, used to supply steel mill with water, includes Inlet Lock and waste weir. Understand from Mr. Sword the annual rental for the same is $700.00 annually. This feeder is a liability instead of an asset to everyone except the Phoenix Iron Company. This firm has other sources of water supply but the present feeder branch should have a value to them of 3,500.00

     Lock House #60, Stone, 2 rooms and out kitchen on first floor, two bed rooms [sic] on second floor, bad leaking roof, attached garage and possible ¾ acres of ground. Presently rented to Mrs. Beckhart, built 1846, rents at $8.00 per month. Value $1,500.00

   VINCENT REACH AT VINCENT DAM

     Lock House #59, stone, cement cellar, pipeless [sic] heater, 3 room first floor, 2 bed rooms on second floor, 2 car garage, built 1836, former Watchman's dwelling, East Pikeland Township, rented to Mr. Turner and with possibly 1-1/4 acres of ground. Value 2,400.00

GIRARD REACH, LOCKS #57, 56, 54, 55, 52, & 53

     Lock House #57, Stone dwelling near Home Water Company property, very poor condition, floods badly during high water, rents at $10.00 per month, occupied by Charles Boorse, built 1836 (E. Vincent Township) and possibly four acres of ground surrounding. Value 500.00

LOCK HOUSE #56

     Stone, cement cellar, bad joist, 3 rooms on first floor, 3 bed rooms on second floor, bad plaster in frame addition, electricity installed, built 1836, rents at $10.00 per month, occupied by Hacketts (above Parkerford-Linfield Road) and about 3/4 acres of ground. Value 2,000.00

LOCK HOUSE #54 - 55

     Stone, 6 rooms, bad roof, built 1836, Electric in part, rents at $5.00 per month, occupied by Mrs. Carl (Frick's) locks, E. Coventry Township. Value 1,200.00

NOTE: It is recommended, in disposing of properties, that all locks, bridges and other hazardous [sic] holes and maintenance problems be disposed of by the State of Pennsylvania to property purchasers, to relieve the State of maintenance and legal liability for injuries.

     In appraising the ground exclusive of Lock Houses and adjoining land, we found from personal inspection that most of the canal was valueless, except for easy ingress and egress to adjoining lands and properties.

It is therefore our opinion as of April 1st, 1947, that the fair market value of the Canal, lock houses, etc. extending thru Chester County is $19,950.00
