Locks 45-48 - Reading City

  Locks 45-46-47 and 48 - These locks are within the limits of the City of Reading and are either adjacent to the Pennsylvania Railroad and the river or industrial property. Some of these locks are filled in and others have either stagnant water or waste and sewage from abutting industry. The locks in themselves would have little or no value as it would probably cost more to remove the material than the salvage value. However, the canal bed between these points could most likely be sold to the abutting property owners which is mostly industry. There is a small octagon tool house adjacent to lock 47. There are bridges extending over the canal at Chestnut, Spruce, and Bingaman Streets. These must be maintained and, therefore, are a liability as they are to be included in the sale of the canal bed.

          Remarks - It is our opinion that these bridges with the land thereunder should be conveyed to the City of Reading for $1.00 and thus have them fill in the canal and eliminate the bridge and continue this thoroughfare as a street. Of course, this only could be brought about by having other arrangements made for the disposal of the sewage which now runs into the canal. It is our further opinion that some of the abutting industry would welcome the opportunity of purchasing the canal property adjacent to their land. Considering the possible sale to adjacent property owners, it is our opinion that this entire property between and including these locks would be $3,000.00.
