Interlibrary Loans Originated by The Yocum Library

An interlibrary loan (ILL) is a request for a cataloged item that is owned by a library outside of The Yocum Library or the Advanced Library Information Network (ALIN) of Berks County. A request for a cataloged item that is available through the ALIN network is an intralibrary loan request and is processed using the ALIN “Hold” procedure although a request for a periodical article that is available within the ALIN network is considered an interlibrary loan..

The Yocum Library's mission provides the foundation for its provision of interlibrary loan services. Due to the high costs involved in the interlibrary loan process, this service is provided only to members of the RACC community – RACC students, staff, faculty, trustees, and alumni. Other library patrons should be referred to their public, college, or corporate libraries to obtain interlibrary loan services.

Members of the RACC community who are eligible for interlibrary loan services must have current library cards and no blocks, fines, charges, or overdue items on their library accounts. A library patron, who does not pick up an interlibrary loan item after notification of its receipt by The Yocum Library, will have a message placed on his/her library account; three or more such messages will block the patron from making more interlibrary loan requests from The Yocum Library. The Yocum Library reserves the right to deny interlibrary loan services to anyone who has not complied with the interlibrary loan policies and procedures in the past.

Because of the delay involved in obtaining interlibrary loan materials, an interlibrary loan request should be the product of a session with a librarian, so that the patron is first provided with as much information as possible from The Yocum Library=s resources.

The Yocum Library reserves the right to refuse a request which violates local, state, or federal laws, such as, but not limited to, copyright violations.

Borrowing Costs for RACC Library Patrons

Internal costs of interlibrary loan transactions are part of the library budget. Any additional charge that is set by the lending library is to be paid by the library patron who originates the request.

Because of the serious obligation to adhere to all guidelines and rules set by the lending library, interlibrary loan items must be returned to The Yocum Library by the due date. A renewal of an interlibrary loan item must be requested one week prior to the due date although there is no guarantee that the lending library will renew the item.

A patron who fails to return an interlibrary loan item by the due date will have a message placed on his/her library account; three or more such messages will block the patron from making more interlibrary loan requests from The Yocum Library.
Library patrons, who do not return interlibrary loan materials to The Yocum Library will be responsible for all charges and expenses that are levied by the lending library..

Interlibrary Loans Requested By Other Libraries

The Yocum Library accepts interlibrary loan (ILL) requests from organized libraries in the United States and its territories and from international libraries that provide proof of physical location. Requests are accepted by OCLC, by mail, by phone, by fax, or by e-mail.

The Yocum Library reserves the right to refuse a request that violates local, state, or federal laws, such as, but not limited to copyright violations.

Materials are lent to other libraries regardless of format. Availability of items depends on the need for the material by the patrons of The Yocum Library. Photocopies of periodical articles that are sent as an ILL request need not be returned by the requesting library. In most cases, materials on reserve or in reference cannot be loaned. The Director of Library Services may approve loan of a reserve or reference item. Items are lent for 4 weeks. Renewals must be requested one week before the item is due back to The Yocum Library.

Borrowing Costs for Libraries

The Yocum Library lends materials without charge to

  • Berks County libraries
  • Pennsylvania community college, Pennsylvania SSHE university, and Pennsylvania correctional institution libraries
  • Libraries who do not charge The Yocum Library for ILL requests

The Yocum Library lends materials at a fee to:

  • Libraries who charge The Yocum Library for ILL requests
  • For-profit institution libraries

Fees to be charged:

  • Returnable loan of item $10./request
  • Non-returnable loan of an item $10./item

Replacement Costs for Libraries

Borrowing libraries that do not return ILL items to The Yocum Library by the date set by the Head of Interlibrary Loan will be charged the replacement cost plus $10.00 processing charge per item. If an item cannot be replaced, a default cost that includes the processing charge will be billed to the borrowing library:
$20 for a mass market paperback
$30 for a trade paperback
$60 for a hardback book
$40 for a feature film in DVD or VHS formats
$200 for a documentary film
$30 for a sound recording
$35 for an art print
$20 for a map
